Title: Public Opinions About Network Surveillance

Abstract: Dr. Sapp will discuss the extent to which perceptions of the government's competence and fiduciary responsibility affect public trust in and support for network surveillance as it might be applied to local law enforcement, public health, and homeland security. This assessment is undertaken within the context of evaluating the recreancy theorem, which is expanded to account for ethical appeals to technology efficacy, self-interest, and social justice. The presentation speculates that reflexive science communication might bolster public confidence that controversial technologies such as network surveillance can and will be used in a manner that furthers social justice and benefits society.

Bio: Dr. Sapp conducts research on science communication, recreancy, decision-making with ill-formed intentions, and the social construction of risk assessments. He specializes in investigating consumer opinions about the U.S. food system and understanding trust in and support for applications of controversial technologies by societal institutions.
